Gunz Clan system?

Hey, me and my friend play Gunz the Duel and we only have me and him that we trust and we wanna creat a clan. We understand that we need 4 founders, But do they all have to be level 10 or does the clan maker only have to be lvl 10. Oh and if thats the case, can we do just me and him then 2 other ppl we kinda trust and use them as founders, BUT just kick them so its me and him?
