I just saw V for Vendetta. It's possible for people to over throw the government (tho very hard), but....?

if the PEOPLE change for the worse, is it possible to overthrow THEM? I'm talking about one man changing everyone...if it happened, could one person fix everything? Like V did for the government in V for Vendetta? Just a thought...
