How can I get puppy pads to adhere to the bottom of a playpen?

I am trying to pad train my 7 week old yorkie puppy using a playpen and puppy pads.Every time she plays the pads get bunched up.How can I keep them lying flat?I have tried the pads with the adhesive strips and they do not stick to the bottom of the playpen
